The Chair called the meeting to order and read the following call:

Upon call of the President, the St. John the Baptist Parish School Board will meet in special session at Godchaux Grammar Cafeteria, 1600 Highway 44, Reserve, Louisiana, on Thursday, June 16, 2011, at 10:00 a.m.\
An agenda for the meeting is attached.

The Chair called for a moment of silent meditation followed by the Pledge of Allegiance.
ROLL CALL OF MEMBERS:
PRESENT: Messrs. Jack, Burl, Keller, Johnson, Wise, Bacas, Triche, Sanders.
ABSENT: DeFrancesch, Jones, Nicholas.
There were 8 members present, 3 absent.
ITEM 3. Mr. Felix Boughton, Executive Director of Business and Finance – Request approval of Comprehensive Amended Budget for 2010-2011.
Mrs. DeFrancesch arrived at 10:06 a.m. and was recorded as present.
A motion was made by Mr. Triche, seconded by Mr. Johnson, to approve the Comprehensive Amended Budget for 2010-2011. Upon roll call, there were 8 Yeas (Jack, Keller, DeFrancesch, Johnson, Wise, Bacas, Triche, Sanders) 0 Nays, 1 Abstention (Burl), 2 Absent (Jones, Nicholas) and the motion carried.
ADDENDUM ITEM 3a. Request Board approval of Revisions to the 2011-2012 Student Code of Conduct and Attendance Handbook.
Rev. Nicholas arrived at 10:11 a.m. and was recorded as present.
Following discussion, a motion was made by Mr. Jack, seconded by Mr. Bacas, to approve the Revisions to the 2011-2012 Student Code of Conduct and Attendance Handbook as presented. There were no objections and the motion carried 10-1. Mr. Jones was absent.

A child between the ages of seventeen and eighteen may withdraw from school prior to graduation if both the following circumstances exist:
Written consent is granted by the parent, tutor, or legal guardian.
An exit interview is conducted where the student and his parent, tutor, or legal guardian provide written acknowledgment that withdrawal from school shall likely reduce the student’s future earning potential and increase the student’s likelihood of being employed in the future. During such an exit interview, a student who is withdrawing from school shall be given information that has been prepared and supplied by the Louisiana Workforce Commission regarding training and employment opportunity programs, provided such information is available.
Policy Revision (Section 1103)
A child must remain in school until his/her eighteenth birthday.
LA R.S. 221 (E) eliminates parental consent to allow a child to exit school at 17.
LA R.S. 221 (E), though amended, still allows a child who is under 18 and older than 16 to attend adult education or vocational education program.

1st Offense – Documented Student Conference and a One (1) Day In-School-
Suspension. Phone is returned to student at the end of the school day.
2nd Offense –Documented Parental Conference and a One (1) Day In-School-
Suspension. Phone returned to parent at conference.
3rd Offense – One (1) day In-School-Suspension. Phone returned to parent. Student
loses phone privileges for the remainder of the school year.
4th Offense – Lost of Phone Privileges. Phone is taken for the remainder of the
school year. From an Out-of School Suspension to a Possible Recommendation for
Expulsion, depending on severity.

Transmission of any electronic textual, visual, written, or oral communication with the malicious and willful intent to coerce, abuse, torment, or intimidate a person.
For purposes of this Section, “electronic textual, visual, written, or oral communication" means any communication of any kind made through the use of a computer online service, Internet service, or any other means of electronic communication, including but not limited to a local bulletin board service, Internet chat room, electronic mail, or online messaging service.

ADJOURNMENT: The agenda having been completed, and there being no further business, Mr. Triche offered a motion for adjournment, seconded by Mrs. DeFrancesch. There were no objections. The meeting adjourned at 10:34 a.m.
