ITEM 4. SUPERINTENDENT’S REPORT. Mr. Kevin R. George, Superintendent.
Mr. George gave the following report:
· On April 11lh, Mr. Boughton and I presented to Standard & Poor's for our Bond Rating. I am pleased to announce that we received an “A+” rating, which is excellent in light of a downward trend in ratings of Louisiana municipalities, due to the way our pension and other post employment benefit liabilities are handled in our state. Nonetheless, we should receive a favorable interest rate today when we accept bids.
· Bid documents are expected to go out on June 2, 2014 for the repair and mitigation work at ESJHS. All-South will present at our May 15th Board Meeting to give us a full update of all of the work they have performed over the last month.
· I'd like to thank all of our volunteers for our first ever Finance Park Event at GMMS during the weekof April 14th . We had over 70 individuals who volunteered their time to assist our 8th grade students. A special thanks to Ms. Heidi Trosclair for taking on this challenge and coordinating the entire event. Thanks also to Mrs. Rosalind Davis, Principal of Garyville Mt. Airy Magnet School for opening up her school to all of district's 8th graders.
· I'd like to announce that on Friday, May 2nd , WSJHS is hosting its first annual Academic Signing Day at 9:00 a.m. in the gymnasium. This event will highlight all of our students who have received academic scholarships and awards. ESJHS is hosting their Academic Signing Day on May 13th at 9:00 a.m.
On Wednesday, May 7th the River Region Chamber of Commerce is hosting the First Annual Education Awards Banquet. This event will be held at the Belle Terre Country Club and the title Sponsor is Marathon Petroleum. This event will honor the District's Teachers, Students and Principal of the Year.
· On this Saturday, there is an important election regarding the community of St. John the Baptist Parish. There are three propositions on this ballot, none of which will raise or create new taxes. In fact, we are calling this election a renewal and rededication.
■ Prop #1: Allows the school board to borrow $10.3 million dollars to rebuild Lake Ponchartrain Elementary and repair East St. John High School
■ Prop #2: Renews an existing millage of 4.33 mills which is dedicated to school maintenance
■ Prop #3: Re-dedicate a sales tax that will distribute any excess sales tax to all school employees
The president stated that Item 7a, 7b, 7c and 7d would be moved up and addressed at this time.

Mr. Martin stated that Robert W. Baird & Co. submitted the low bid and had elected to secure bond insurance at a cost of $59,000. They also paid the school board $100,000 premium because of the good credit risk.
Mr. Wise gave his compliments to Mr. Boughton and his Finance Department.

8th Grade Promotion and Transitional 9th Grade
The State Board of Elementary and Secondary Education (BESE) has given preliminary approval to new policies related to eighth grade students who fail to meet standards required for promotion to the ninth grade. The current eighth grade promotion policies contained in Bulletin 1566 remain in effect. However, for first-time students enrolled in the eighth grade in 2013 – 2014 and thereafter, BESE has authorized local school systems to place students who do not achieve the standard required for promotion to the ninth grade in a transitional ninth grade beginning in Fall 2014.
The following policies shall govern transitional ninth grade:
· Summer Remediation and Retesting: Students failing to achieve the standard required for promotion to the ninth grade shall participate in 50 hours of summer remediation (Bulletin 1566) and take the applicable retest in order to be placed in transitional ninth grade.
· Local Decision Making: Placement in transitional ninth grade is supported by data that students placed on a high school campus are more likely to graduate and less likely to drop out.
· Inclusion in High School Cohort: Students placed in transitional ninth grade shall not be included in the high school cohort for one year. Following one year in transitional ninth grade, students shall enter the high school cohort, the same year in which they would enter the cohort had they been held back in eighth grade.

A RESOLUTION TO ESTABLISH AND DEFINE THE ST. JOHN THE BAPTIST PARISH SCHOOL BOARD 2014 ELECTION DISTRICTS IN ACCORDANCE WITH FEDERAL AND STATE STATUTES
I.
WHEREAS, every ten (10) years the St. John the Baptist Parish School Board is required to reapportion the voting districts in accordance with the decennial census; and
WHEREAS, the Census was taken in year 2010, and population data was released by the Census Bureau in April of 2011; and
WHEREAS, in an effort to expedite the process by which “redistricting” is accomplished throughout the State, the Louisiana State Legislature, in regular session convened, passed Act 1420 of 1997 which required all parish governments to establish precinct boundaries on visible features for use in establishing the 2012 redistricting plans; and
WHEREAS, in accordance with R.S. (17:17.5), the St. John the Baptist Parish School Board has considered and has agreed to reapportion the School Board Districts based upon the findings of the demographics provided by the United States Department of Commerce, Bureau of the Census; now
THEREFORE BE IT RESOLVED, that the aforementioned districts are hereby established:
District 1

Dr. Keller asked Mr. Boughton to make a statement regarding this item. Mr. Boughton stated that procedures are being set up to allow ESJH teachers access to the campus. Administration will meet with SJAE next week regarding this. The plan is to allow access to ESJH campus first and then move on to setting up the same type procedures for the teachers at LPE.
ITEM 11. BOARD ITEMS OF INTEREST
Mr. Triche reminded the Board that the deadline for filing the Tier 3 Financial Statement with the Ethics Commission is May 15, 2014.
Mr. Burl stated that there was an imminent need for an audit of the Redirection Center. He spoke at length about the need for intervention at that school site and in the community in general. Mr. George stated that the Redirection Center is on the priority list. Mr. Oubre has scheduled site visits at neighboring school districts to see what is working for them. Both Mr. Sanders and Mr. Jack stated they would like to see a meeting to discuss the options on intervening with our troubled youth and both would like to see law enforcement included in the any meetings. Extensive discussion was held regarding this subject. (Latunya Creecy, audience member, asked that discussion be held with students instead of just adults.)
Mr. Jones stated that he recently read that the Louisiana Graduation Rate had increased and asked administration to announce the graduation rate for St. John Parish at the next board meeting.
