ITEM 1.  CALL TO ORDER, INVOCATION, PLEDGE OF ALLEGIANCE

 

The Chair called the meeting to order at 6:03 p.m. He called for a moment of silent meditation, followed by the Pledge of Allegiance, led by Mrs. Schum. 

 

ITEM 2. ROLL CALL OF MEMBERS: The Chair called for Public Comment.

There were 10 members present and 1 members absent.  The chair asked that the minutes reflect that Mr. Johnson informed him earlier in the day that he was ill and would not be present for the meeting.

ITEM 4a.  Public Comment.  Ms. Heidi Trosclair – Recognition of Christmas Card Contest Winners

 

Ms. Trosclair congratulated the winners and presented them with a plaque:

 

Tara Parekh, John L. Ory Magnet School, 3rd Grade

and

Chance Joseph, St. John STEM Magnet High School Program, Home School – GMMS, 8th Grade

 

Ms. Trosclair introduced Mr. John Cummins, who spoke regarding the dangers of the possible carcinogens at the Denka/Dupont plant.

 

Ms. Trosclair asked the Board to waive policy to vote to adopt a resolution regarding the LYFE Program.

Mrs. Duke acknowledge the following winners and presented them with gifts:

 

 

 

The Chair declared a recess at 6:38 p.m.

 

The Chair called the meeting back to order at 6:48 p.m.

Mr. Sanders asked for the record to reflect that he is not at all pleased that the Principal of Distinction was not named as Principal of the Year.  He stated Fifth Ward showed incremental growth this year (4.4 pts.) and he feels that we could have named her Principal of the Year at the Parish level, even if we didn’t send it on to the state level.

SCOPE OF RESPONSIBILITIES:             Performs the necessary work for all general accounting functions of St. John the Baptist School Board

23.     Supervises/Coordinates the preparation of yearly W-2 Income Tax Statements and Form 1099.

24.     Serves as backup to the accounts payable function.

25.     Serves as backup to the purchasing agent in his/her absence.

26.     Serves as backup to the executive director of business and finance in his/her absence.

27.     Follows the rules and regulations of the St. John the Baptist Parish School Board.

COMMUNICATIONS SKILLS

PHYSICAL INVOLVEMENT

Sitting is required most of each work day.  Must be able to operate office equipment.  Standing, walking, reaching, bending lifting up to 10-50 pounds is sometimes required.   Ability to provide own transportation to schools, work locations, and meeting sites.  Mobility skills necessary to access a variety of work locations.  

 

 

MENTAL INVOLVEMENT

The Accounting Supervisor must: 1) understand and interpret written and verbal instructions from supervisor; 2) must be able to work independently with minimal supervision; 3) comply with federal, state and parish regulations.

ITEM 9c.  Public Comment Dr.  Gerald Keller – Discuss and take action regarding St. John the Baptist Parish District Attorney’s Office serving as legal advisor to School Board and Board Meetings

 

Mr. Sanders asked Dr. Keller to explain this item.  He then read aloud the legal report regarding this item:  Pursuant to LSA-R.S. 16:2, the District Attorney is the statutory general counsel for the School Board. Because this designation is a mandate under Louisiana law, no formal action by the Board to engage or recognize the District Attorney as such is necessary. As evidenced by our continued submission of legal advice to the Board through the Legal Reports, our office has maintained our statutory obligations and responsibilities to the Board. To fully engage our office, the only action required of the Board is to direct the Administrative staff to forward contracts, legal questions etc. to our office for legal review, response etc.

 

Dr. Keller stated that he would like to negotiate a financial contract with the District Attorney so that a member of the District Attorney’s staff would be present at all School Board meetings.

 

Following discussion, the Dr. Keller agreed to defer this item to the January meeting so that the Board could meet with the District Attorney to discuss this item.

Ms. Mitchell:  BESE Board Meeting – denied Type 2 Charter to La Premier Charter, so they will be opening as a Type 1 Charter at the Lifehouse Campus.

 

Mr. Wallace thanked Ms. Robinet for the hospitality in hosting this Board Meeting.

 

Mr. Burl asked if the date has been set for the Retreat.  Mr. Sanders stated that the retreat date has not been set, however, Ms. Deborah Write will be here on January 15th (9-4) and 16th (9-12) to continue the Board Governance Training.

 

Mr. Sanders stated for the record: Interim position that was granted December 21, 2019 through June 30, 2020, or until a permanent superintendent is hired.
