RESERVE, LA - Meeting of December 14, 2011

 

The Chair called the meeting to order and read the following call:

 

HONORABLE MEMBERS OF THE SCHOOL BOARD

Parish of St. John the Baptist

 

Dear Board Member:

 

Upon call of the President, the St. John the Baptist Parish School Board will meet in special session at Godchaux Grammar Cafeteria, 1600 Highway 44, Reserve, Louisiana, on Wednesday, December 14, 2011, at 1:00 p.m.

 

An agenda for the meeting is attached.

In the absence of the President, the Vice President Clarence Triche was seated as Chair.

 

The Chair called for a moment of silent meditation followed by the Pledge of Allegiance.

 

ROLL CALL OF MEMBERS:

 

PRESENT: Messrs. Keller, Johnson, Wise, Bacas, Nicholas, Triche.

 

ABSENT: Jack, Burl, DeFrancesch, Jones, Sanders.

 

There were 6 members present, 5 absent.

 

ITEM 3.   Mr. Elton Oubre, Director of CWA/Hearing Officer - Appeal Hearing:  1112-05-1214.  Parent is appealing expulsion decision of November 18, 2011.  Open or closed.

 

Mr. Jack and Mr. Burl arrived at 1:09 p.m. and were recorded as present.

 

Mr. Oubre stated that the hearing would be closed.  The Chair declared a closed session at 1:10 p.m.

 

A motion was made by Mr. Bacas, seconded by Mr. Nicholas, to reconvene in regular session.  There were no objections and the Board reconvened in regular session at 1:34 p.m.

 

A motion as made by Dr. Keller, seconded by Mr. Nciholas, to uphold administration in the case of 1112-05-1214.  Upon roll call, there were:

 

8 Yeas - Jack, Burl, Keller, Johnson, Wise, Bacas, Nicholas, Triche

3 Absent - DeFrancesch, Jones, Sanders

The motion carried.

 

ITEM 4.  Mr. Elton Oubre, Director of CWA/Hearing Officer - Appeal Hearing:  1112-06-1214.  Parent is appealing expulsion decision of November 18, 2011.  Open or closed.

 

Mr. Oubre stated that the hearing would be closed.  The Chair declared a closed session at 1:41 p.m.

 

A motion was made by Mr. Wise, seconded by Mr. Nicholas, to reconvene in regular session.  There were no objections and the Board reconvened in regular session at 2:40 p.m.

 

A motion as made by Mr. Wise, seconded by Mr. Bacas, to uphold administration in the case of 1112-06-1214.

 

A substitute motion was made by Mr. Burl, seconded by Mr. Jack, to cut the expulsion time and allow the student to return to school on January 9, 2012.  Upon roll call on the substitute motion, there were:

 

5 Yeas - Jack, Burl, Keller, Johnson, Nicholas

3 Nays - Wise, Bacas, Triche

3 Absent - DeFrancesch, Jones, Sanders

The motion failed.

 

Upon roll call on the original motion, there were:

 

5 Yeas - Keller, Johnson, Wise, Bacas, Triche

3 Nays - Jack, Burl, Nicholas

3 Absent - DeFrancesch, Jones, Nicholas

The motion failed.

 

ITEM 6.  Mr. Elton Oubre, Director of CWA/Hearing Officer - Appeal Hearing:  1112-07-1214.  Parent is appealing expulsion decision of November 30, 2011.  Open or closed.

 

Mr. Oubre stated that the hearing would be closed.  The Chair declared a closed session at 2:45 p.m.

 

A motion was made by Mr. Bacas, seconded by Mr. Nicholas, to reconvene in regular session.  There were no objections and the Board reconvened in regular session at 3:27 p.m.

 

A motion as made by Dr. Keller, seconded by Mr. Nicholas, to allow the superintendent and the parents to work together on a plan in the case of 1112-07-1214.  Upon roll call, there were:

 

7 Yeas - Jack, Keller, Johnson, Wise, Bacas, Nicholas, Triche

1 Nay - Burl

3 Absent - DeFrancesch, Jones, Sanders

The motion carried.

 

ITEM 6.  ADJOURNMENT: The agenda having been completed, and there being no further business, Dr. Keller offered a motion for adjournment, seconded by Mr. Wise. There were no objections. The meeting adjourned at 3:31 p.m.
