RESERVE, LA - Meeting of June 14, 2012

 

ITEM 1:  The Chair called the meeting to order and read the following call:

 

HONORABLE MEMBERS OF THE SCHOOL BOARD

Parish of St. John the Baptist

 

Dear Board Member:

 

Upon call of the President, the St. John the Baptist Parish School Board will meet in special session at Godchaux Grammar Cafeteria, Reserve, Louisiana, on Thursday, June 14, 2012, at 10:00 a.m.

 

An agenda for the meeting is attached.

The Chair called for a moment of silent meditation followed by the Pledge of Allegiance.  

 

ITEM 2.  ROLL CALL OF MEMBERS:

 

PRESENT: Messrs. Jack, Burl, Keller, Johnson, Wise, Bacas, Nicholas, Triche, Sanders.

 

ABSENT:  DeFrancesch, Jones.

 

There were 9 members present, 2 absent.

 

ITEM 3. APPROVAL OF MINUTES:Meeting of May 31, 2012. 

 

A motion was made by Rev. Nicholas, seconded by Mr. Triche, to accept the minutes of the May 31, 2012 meeting as printed and published. There were no objections.

 

The motion carried.

 

9 Yeas – Jack, Burl, Keller, Johnson, Wise, Bacas, Nicholas, Triche, Sanders.

2 Absent – DeFrancesch, Jones.

 

Mr. Jones arrived at 10:15 a.m. and was recorded as present.

 

ITEM 5. Dr. Leigh Ann Beard – Approval of Transportation Supervisor Job Description. 

 

Mr. Bacas stated that the Personnel Committee had met and was recommending the amended job description for Transportation Supervisor.  Mr. Wise objected to the fact that a Bachelor’s Degree was being added as a requirement, and stated that it is his opinion that only a high school diploma is necessary.  Mr. Sanders asked if administration would consider putting a timeline on implementing numbers 9 and 10 listed in the job description.

 

A motion was made by Mr. Burl, seconded by Mr. Bacas, to approve the Transportation Supervisor Job Description.  Upon roll call, there were:

2 Nays – Jack, Wise

1 Absent – DeFrancesch

ST. JOHN PARISH SCHOOL SYSTEM

JOB DESCRIPTION

 

JOB TITLE:

Transportation Supervisor

REPORTS TO/EVALUATED BY:

Assistant Superintendent

TERMS OF EMPLOYMENT:

12 Months

SUPERVISES:

All Bus Drivers

SCOPE OF RESPONSIBILITIES:

To enable each student, through safe and efficient transportation, to take full advantage of the complete range of curricular and extracurricular activities offered by the district’s schools.

 

For individuals with a disability, hiring decisions will be based on the individual’s ability to perform the essential functions of the job with or without a reasonable accommodation.

 

PERFORMANCE RESPONSIBILITIES/ESSENTIAL FUNCTIONS

 

1.     Conforms to all state laws and regulations regarding school transportation.

2.     Trains and supervises all transportation personnel and makes recommendations for their employment.

3.     Conducts personnel conferences and coordinates driver and bus attendant evaluations.

4.     Advises superintendent on road hazards for decision on school closing during inclement weather.

5.     Coordinates emergency procedures with parish office of Emergency Preparedness.

6.     Coordinates with school principals and others responsible for planning special school trips.

7.     Prepares bus routes and bus schedules, including all extra trips, for all public and nonpublic schools in the district.

8.     Develops and administers a transportation program to meet all the requirements of the daily instructional program and extracurricular activities.

9.     Implements and administers a computerized routing system for all routes, i.e. regular, special, extra trips, etc.

10.  Implements and administers a computerized maintenance tracking system for all vehicles.

11.  Authorizes purchases in accordance with budgetary limitations and district guidelines and policies.

12.  Coordinates/conducts route audits and makes necessary changes to maximize route efficiency.

13.  Oversees and keeps record of all maintenance costs district transportation fleet and develops plans for preventive maintenance.

14.  Supervises on a daily basis the pre/post inspection trips.

15.  Maintains transportation time clock/attendance for bus drivers and attendants.

16.  Submits all reports required by state authorities.

17.  Takes an active role in solving discipline problems occurring on school buses.

18.  Conducts complaint follow-ups.

19.  Acts as a liaison with parents for complaints and special requests.

20.  Develops recommendations for future transportation needs.

21.  Develops and maintains accident review and preventive programs for all personnel who drive school district vehicles.

22.  Coordinates drug testing procedures and CDL yearly physicals as approved by the school board.

23.  Follows the rules and regulations of the St. John the Baptist Parish School Board.

24.  Notifies supervisor promptly in case of absence, and communicates in advance the date of return so that proper provisions can be made.

25.  Attends work regularly and arrives punctually.

26.  Displays proper respect for superiors.

27.  Observes professional lines of communication at all times with individuals inside and outside the school system.

28.  Assisted by his/her evaluator, collaboratively develop and implement a professional growth plan based on the district’s Personnel Evaluation criteria.

29.  Serves as an acceptable role model for students, demonstrates personal and intellectual honesty and respects the rights of others.

30.  Makes use of constructive criticism and avoids the use of sarcasm, undue criticism, inappropriate language and behavior, and use of racial and/or ethnic slurs when dealing with others.

31.  Accepts other duties as may be assigned which are related to the scope of the job.

WORK ENVIRONMENT

The Transportation Supervisor is required to: 1) work in an office type-setting, climate controlled environment adhering to school board energy policy and in outside areas which are subject to climate extremes; 2) sometimes work evenings, weekends, and holidays as required by job responsibilities and supervisors; 3) often visit schools and attend meetings in various locations locally and outside the parish.

 

COMMUNICATION SKILLS

The Transportation Supervisor must be able to: 1) communicate in English both orally and in writing; 2) have ability to accurately give and receive information via telecommunication system; 3) communicate successfully and pleasantly with public and St. John Parish School Board; 4) accurately compile data, summarize information and provide written reports to supervisor; 5) have ability to represent school system at various public functions.

 

EQUIPMENT USED

Telephone, computer, various software programs.

 

PHYSICAL INVOLVEMENT

Sitting is required most of each work day. Must be able to operate office equipment. Standing, walking, reaching, bending, lifting up to 10-50 pounds is sometimes required.  Ability to provide own transportation to schools, work locations, and meeting sites.  Mobility skills necessary to access a variety of work locations including locations not on the ground floor.

 

MENTAL INVOLVEMENT

The Transportation Supervisor must: 1) understand and interpret written and verbal instructions from supervisor; 2) must be able to work independently with minimal supervision; 3) have ability to manage, direct, supervise and evaluate staff; and 4) comply with federal, state, and parish regulations.

 

HUMAN RELATIONS INVOLVEMENT

The Transportation Supervisor must be: 1) able to work compatibly in group settings; able to respond positively to supervision and to accept suggestions for improvement.

 

MINIMUM QUALIFICATIONS

The Transportation Supervisor must possess: 1) Bachelor’s degree; 2) 3-5 years successful supervisory/managerial experience; and 3) possesses or will possess a CDL within one year of employment.

 

DESIRABLE QUALIFICATIONS

1) Working knowledge of computer applications; 2) knowledge in school system policies and procedures; 3) extensive experience in student transportation activities.

 

A motion was made by Dr. Keller, seconded by Mr. Bacas, to convene in Executive Session.  There were no objections and the Board convened in Executive Session at 10:21 a.m..

 

A motion was made by Dr. Keller, seconded by Rev. Nicholas to reconvene in Regular Session.  There were no objections and the reconvened in Regular Session at 10:42 a.m.

 

A motion was made by Dr. Keller, seconded by Rev. Nicholas, to amend the current SJAE/Board contract to reflect the agreed upon changes to Article 29.1, thereby extending the current contract for a period of 1 year. There were no objections.

 

The motion carried.

ADDENDUM ITEM  7.  Introduction of Student Internet Policy

 

Mr. Bob Bourgeois and Mrs. Bonnie Dinvaut-Irving stated that this item was for introductory purposes only.

 

ITEM 4. Mr. Cedric Floyd, Data Center, LLC – Update on Redistricting. 

 

Mr. Floyd stated that the preliminary numbers from the Census of 2010 had been completed and School Board District lines must be redrawn due to a shift in population.  He requested to meet with board members either individually or as small groups in the next few weeks.

 

*** Mr. Sanders stated that there will be a Special Board meeting Wednesday, June 20, 2012 at 10:00 a.m.

 

ITEM 12. ADJOURNMENT:The agenda having been completed, and there being no further business, Dr. Keller offered a motion for adjournment, seconded by Rev. Nicholas. There were no objections. The meeting adjourned at 11:08 a.m.
