ITEM 1.  CALL TO ORDER, INVOCATION, PLEDGE OF ALLEGIANCE

ITEM 4.  SUPERINTENDENT’S REPORT

 

ITEM 4a.  District Updates

 

Dr. Perry presented the following updates: 

 

Condolences:  The St. John the Baptist School System is saddened to hear about the devastating tragedy regarding one of our students.  Our thoughts and prayers go out to the family of Aariah Henry during this very difficult period.  Aariah Henry was a student at East St. John High School.  Please continue to keep her family in your prayers.

 

1st Annual Val and Sal Luncheon:  The Val and Sal Luncheon was held on June 3rd at Petra’s.  This event was simply a way to recognize and honor the hard work of the Val and Sal from both high schools.

 

2023-2024 SJBP Principals’ Listening & Learning Luncheon:  On June 6th, principals and curriculum team met at Frenier’s Land.  In this meeting, the principals had a chance to engage with each other, reflect and were also given opportunities to provide feedback on the school year.

 

Summer School:  Summer School began at ESJH and LPE on June 3rd.

 

Academics:  The district-wide team attended Teacher Leader Summit in New Orleans.  The event was held May 28th-May 30th.  The team gained valuable information across content areas, leadership, and LDOE updates.  (ex. Accountability and assessment updates for the 2025-2026 school year).  The Curriculum Team worked alongside ANET to begin 2024-2025 assessment strategy planning.

 

Data and Accountability:  The Data and Accountability Department is preparing JCampus for the school year rollover.  They have created a way to export teacher evaluations to the State Compass Information System.  This is the first year it is early and fully complete.  Additionally, they have successfully completed data certification and roster verification for teachers and students.  School schedules were also verified to maximize interest and opportunity points.

 

Risk Management:  Risk Management is creating a database to include a running list of all legal requests, their types and copies of the files sent to satisfy these requests. An overhaul of our website is currently underway and will happen in 3 phases.   Phase 1:  Names, positions and contact information were updated to ensure accuracy and ease of locating information.  Phase 2: Headshots are being taken and uploaded.  Phase 3:  Documents and references will be updated.   Also, progress from the forums will be displayed and updated in real time to ensure transparency with the community on Friday, June 7th.

 

Student Services:  Student Services is developing an administrative operations manual to ensure fair and consistent practices across multiple sites.  They met with a telehealth vendor recommended by LDOE to offer multiered social-emotional support to our students.  Dr. Kara Hill from LSU is collaborating with Student Services to facilitate a PBIS reboot, reestablishing as a Tier 1 universal behavior prevention program.  The Director of Student Services presented a plan to implement a youth leadership program at both high schools.

 

Human Resources:  The new hire personnel recommendation form has been created to ensure key central office administrators sign off on all new hires, maintaining position control.  A survey was sent to retirees from 2023-2024 to gather information about their years and experiences in education.  A special reception will be held on June 20th to recognize the achievements of our 10, 20, and 30+ year retirees.

 

Operations:   2024-2025 bus routing completed.  10 new school buses purchased with ESSER funding are all now on site.

 

Finance:  Federal Programs successfully coordinated and kicked off the district Summer Learning Program in collaboration with the Curriculum Team.  Instruction started on June 3rd and will run through June 27th.  The Child Nutrition Department’s Summer Food Service Program will run Monday through Thursday, June 3rd-June 27th.  This program is open to all district students.

 

As always, I remain committed to the principles of listening, learning and leading as we work together to provide an exceptional educational experience for our students.  Thank you for your continued support, and I look forward to further achievements in the future.

IFDA:  PARENTAL RIGHTS/STUDENT RIGHTS OF PRIVACY

 

The St. John the Baptist Parish School Board recognizes the rights of parental access to certain information regarding their children and the importance of notifying parents of children enrolled in the district’s schools of these rights.

At least annually at the beginning of each school year, parents of each child enrolled in the public schools of St. John the Baptist Parish shall be notified of:

 

·                     Their right to view any instructional material used in the curriculum for the student of time after the request is received.

·                    Their right to view any 3rd party surveys (including evaluations) before they are administered to their child, and to opt out of participation for surveys that delve into sensitive subjects identified by the Protection of Children’s Rights of the Family Educational Rights and Privacy Act (FERPA).

·                     The collection or use of any personal information for the purpose of marketing the information or for selling that information, including arrangements to protect student privacy that are provided by the School Board in the event of collection, disclosure, or use and their right to opt their child out of participation.

·                     The administration of any non-emergency, invasive physical examination or screening that is:

required as a condition of attendance;

administered by the school and scheduled by the school in advance; and not necessary to protect the immediate health and safety of the student,or of other students;

and their right to opt out of participation.

 

·                     Their rights under FERPA, including giving notice to the parent of the categories of information which the School Board has designated as directory information with respect to students, and allowing a reasonable period of time after such notice for the parent to inform the School Board that any or all of the information so designated should not be released without the parent’s prior consent.

 

In addition, the School Board shall encourage each public school and require those schools receiving federal Title I funds under the jurisdiction of the St. John the Baptist Parish School Board to notify parents:

 

·                     Annually, of their right to request from the School Board information regarding the professional qualifications of the student’s classroom teachers, including the following:

-                      Whether their child’s teacher has met state licensing criteria for the grade level and subject taught.

-           Whether their child’s teacher is teaching under emergency or provisional status whereby state licensing criteria have been waived.

-                      Whether the child’s teacher is teaching in the field of certification of the teacher.

 

-                      Whether the child is provided services by a paraprofessional and, if so, their qualifications.

 

·                     The achievement level and academic growth of their child on each of the state academic assessments.

·                    Timely notice that a student has been assigned, or has been taught for four

(4) or more consecutive weeks by a teacher who does not meet state certification requirements at the grade level and subject area in which the teacher has been assigned.

DJA:  AUTHORIZED SIGNATURES

CHECKS

 

The St. John the Baptist Parish School Board shall require,in accordance with state law, the President and Superintendent, as secretary-treasurer, the Vice-President in the absence of the President, or any two (2) officers or persons designated by the School Board, to review all expenditures and sign any and all checks issued in payment of said expenditures. The School Board authorizes the use of a facsimile signature device for those persons designated to sign checks. The Superintendent shall establish and maintain appropriate procedures for assuring the proper issuance of all checks.

 

FACSIMILE SIGNATURE

 

A facsimile signature device may be used by and/or for the Superintendent and the President of the School Board for the following purposes:

 

1.     Processing payroll checks and accounts payable checks. These checks will be printed on a specific printer which uses MICR ink and has the secure check device attached that is activated only when a valid signature key is inserted.

2.     Emergency situations that arise requiring immediate signatures and either one or both parties with signature responsibility is not available. Example: Certain payroll deductions which according to IRS regulations, must be deposited on a timely basis.

No document shall be stamped that requires actual signatures.

 

The check printing signature key shall be maintained by the Superintendent or his/her designee. The signature facsimile device shall be kept inside of a safe in the central office main vault. The safe shall be kept locked at all times and only the Business Manager shall have a key to the safe and is responsible for the use of the facsimile device.

 

Whenever a facsimile device is used under the above described emergency situations, a copy of the stamped check shall be sent to the party whose facsimile stamp was used for their review.

 

GENERAL CONTRACTS

 

Contractual agreements approved by a majority vote of the School Board obligating the School Board or School District shall be signed by the School Board President or the Superintendent. Any person purporting to enter into any contract on behalf of the School Board, school district, or any school under the School Board’s jurisdiction, including but not limited to contracts with vendors or contracts of membership in any private or quasi- public entity, shall do so in compliance with policies adopted by the School Board and administrative procedures in effect at the time the contract is executed.

 

BILLS, INVOICES, STATEMENTS

 

The School Board directs that only authorized school employees shallsign bills, invoices, or statements in accordance with pertinent accounting procedures.

 

TEACHER CONTRACTS

 

The Superintendent shall sign each teacher contract.

 

SCHOOL CHECKING ACCOUNTS

The School Board authorizes the Superintendent to open bank accounts for individual schools.  and related clubs and organizations. The use of checking accounts at schools shall be in accordance with appropriate accounting regulations and procedures maintained by the Superintendent or his/her designee.

 

The Superintendent shall be given authority to make changes on school checking accounts as each school principal or school administrator changes, or at any other time deemed necessary, without the necessity of any additional resolution being adopted by the School Board. School Board personnel shall monitor the appropriateness of each checking account’s authorized signature.  and shall be authorized to recommend to the Superintendent the closure of any account deemed necessary.

JCAB:  STUDENT SEARCHES

 

The St. John the Baptist Parish School Board is the exclusive owner of any public school building and any desk or locker utilized by any student contained therein or any other area that may be set aside for the personal use of the students. Any teacher, principal, administrator, or school security guard employed by the School Board, having a reasonable belief that any public school building, desk, locker, area or grounds of any public school contains any weapons, illegal drugs, alcoholic beverages, nitrate based inhalants, stolen goods, or other items the possession of which is prohibited by any law, School Board policy, or school rule, may search such building, desk, locker, area or grounds of said public school.  Students shall have no expectation of privacy in use of the lockers which have been assigned to them. The acceptance and use of locker facilities or the parking of privately owned vehicles on school campuses by students shall constitute consent by the student to the search of such locker facilities or vehicles by authorized school personnel. Any student not present during the search shall be informed of the search immediately thereafter.

 

Any teacher, principal, administrator, or school security guard employed by the School Board, may search the person of a student or his/her personal effects when based on the attendant circumstances at the time of the search, there are reasonable grounds to suspect that the search will reveal evidence that the student has violated the law, School Board policy, or a school rule. Such a search shall be conducted in a manner that is reasonably related to the purpose of the search and the nature of the suspected offense. Such factors to be considered in determining the manner in which searches may be conducted are:

 

1.     Age and sex of student

2.     Behavior record of student

3.     Need for search

4.     Purpose of search

5.     Type of search

6.     Reliability of the information used to conduct search

7.     The relative importance of making the search without delay

8.     Nature and severity of problem in overall school environment

 

Random searches with a metal detector of a student or his/her personal effects may be conducted at any time, provided such searches are conducted without deliberate touching of the student.

 

Any search of student's person shall be done privately by a teacher, administrator, or security guard of the same sex as the student to be searched. At least one witness who is of the same sex as said student shall be present throughout the search. Detailed documentation shall be made of all searches. If requested, notification of the search shall be sent to the parents of the student involved.

 

Any automobile parked on School Board property by a student may also be searched at any time by school officials who have articulable facts which lead them reasonably to believe that items in violation of state law, School Board policy or school rule are contained therein. If the automobile is locked, the student shall unlock the vehicle. If the student refuses to unlock the vehicle, proper law enforcement authorities shall be summoned and the student shall be subject to disciplinary action.

 

No actions taken pursuant to this policy by any teacher,principal, administrator, or school security guard employed by the School Board shall be taken maliciously or with willful and deliberate intent to harass, embarrass or intimidate any student.

 

Upon proper school personnel confiscating any firearm, bomb, knife, or other implement which could be used as a weapon, or any controlled dangerous substance, the principal or designee shall report the confiscation to the appropriate law enforcement officials. Any implement or material confiscated shall be retained, catalogued, and secured by the principal so as to prevent the destruction, alteration, or disappearance until such time as the implement or material is given to law enforcement personnel for disposal. Any principal or designee failing to report any prohibited weapon or confiscated material or implement to law enforcement personnel or failing to properly secure any weapon or confiscated material or implement shall be subject to appropriate disciplinary action as may be determined by the Superintendent and/or School Board.

 

If any teacher, principal, administrator, or school security guard employed by the School Board should be sued for damages by any student, the parent of such student or by any other person on behalf of such student, based upon a search conducted in compliance with this policy, the School Board shall provide such teacher, principal, administrator, or school security guard with a legal defense thereto, including reasonable attorney's fees, investigative costs and other related expenses. In such suit, the School Board shall indemnify him/her fully against said judgment including principal, interest and costs.

 

If in any suit brought against any teacher, principal, administrator, or school security guard employed by the School Board, as stated above, there is a specific finding that the action of the teacher,principal, administrator, or school security guard was malicious and willfully and deliberately intended to harass, embarrass or intimidate the student, the School Board shall not indemnify such teacher, principal, administrator, or school security guard in the event a judgment for damages shall be rendered against him. Whenever any search is conducted pursuant to this policy, a written record shall be made thereof by at least two (2) adult employees of the School Board who conducted the search and shall include names of the persons involved, the circumstances leading to the search and the results of the search.

GCB:  RECRUITMENT

 

The St. John the Baptist Parish School Board shall make a concerted effort to recruit the best qualified applicants available. When vacancies occur in existing positions or when new positions are created, and such positions are not filled by transfer of qualified personnel, the Superintendent or his/her designee shall post notice of the vacancy and shall have the discretion to advertise for certain positions when circumstances warrant.

 

When filling vacancies in positions of authority or those with policymaking duties, the Superintendent or his/her designee shall not utilize only oral contacts and interviews of applicants considered, or use any other means to circumvent the provisions of state statute. Nothing, however, shall prohibit oral contact prior to a person becoming an applicant or shall prohibit oral contact which may result in a written application or other documents.

 

APPLICATIONS

 

Applications submitted for any vacancy shall be retained by the personnel department. Disclosure of Information by Applicant

As part of the application process, the School Board shall require the applicant to sign a statement that authorizes the release and disclosure of the following information by the applicant’s current or previous employer(s):

 

1.     All actual cases of sexual misconduct with a minor or student by the applicant.

2.     All instances of sexual misconduct with students, as defined by the Louisiana Board of Elementary and Secondary Education (BESE), and outlined in the Louisiana Handbook for School Administrators, Bulletin 741, committed by the applicant, if any, if such employer is/was a city, parish, or other local public School Board.

3.     All investigations of sexual misconduct by the applicant with a minor or student that occurred within thirty-six (36) months prior to the applicant’s resignation, dismissal, or retirement from employment.

4.     All actual or investigated cases of abuse or neglect committed by the applicant, if any, if such employer is/was the Louisiana School for the Deaf, the Louisiana School for the Visually Impaired, or the Louisiana Special Education Center.

 

If an investigation determined that a formal allegation of an applicant was inconclusive, unjustified, or otherwise without cause for further formal pursuit, the applicant shall not be required to disclose such information.

 

The statement shall also request the current or previous employing School Board make available to the School Board, through its Superintendent or his/her designee, within twenty (20) business days of receipt of the request, copies of all documents as contained in the applicant's personnel file maintained by such employer relative to instances of sexual misconduct, if any. Such request for information shall include a copy of the required statement signed by the applicant.

 

The Superintendent, or principal, with the approval of the Superintendent, may employ any applicant on a conditional basis pending a review of any information obtained pursuant to this request. Permanent employment shall not occur until the information has been satisfactorily verified. However, in accordance with statutory provisions, the Superintendent shall not hire any applicant who does not sign the release of information statement as required by law.

 

Any information obtained by the School Board as a result of the signed release statement and request outlined above shall be used by the Superintendent only for the purpose of evaluating an applicant's qualifications for employment in the position for which he/she has applied, is not subject to the state public records statutes, and shall not be disclosed to any person, other than the applicant, who is not directly involved in the process of evaluating the applicant’s qualifications for employment.

 

In addition to the above, as part of the application process, the School Board shall request the applicant’s performance evaluation results, if applicable. The applicant, once the evaluation results have been received, shall be given an opportunity to review the information received and provide any response or information the applicant deems appropriate.

 

Finally, the applicant shall grant permission by signing a statement on the application form that permits the School Board to have access to any and all reference, background, and previous employment information and to receive copies of any such documentation from a current or previous employer.

 

Disclosure of Applicant’s Records

 

The name of each applicant for certain positions of authority or those with policymaking duties, the qualifications of such an applicant, and any relevant employment history or experience of such an applicant shall be available for public inspection, examination, copying, or reproduction as provided for in the statutory provisions governing public works.

 

Bus Operators

 

All persons, prior to employment as a bus operator with the School Board, shall fill out an application form. Each applicant shall complete all prerequisites required by law and Bulletin 119, Louisiana Student Transportation Specifications and Procedures, before he/she shall be considered for employment as a bus operator or substitute busoperator.

 

Upon completion of the prerequisites, the applicant’s valid application shall be filed in the personnel department for consideration of employment to fill vacancies as they occur. All applications shall be validated each year.

 

CRIMINAL HISTORY OF APPLICANTS

 

The St. John the Baptist Parish School Board shall require, in accordance with state law, applicants for employment with the School Board to submit necessary information regarding their backgrounds. Every prospective employee shall be required to provide authorization for the disclosure of any information regarding past criminal activities, including arrests, convictions, having pled nolo contendere, or other dispositions, including dismissal of convictions, of any criminal offense, in accordance with La. Rev. Stat. Ann. §15:587.

 

A standard applicant fingerprint card acceptable to the Louisiana Bureau of Criminal Identification and Information and a disclosure authorization form shall be provided the applicant by the School Board or may be obtained from local police authorities. It shall be the responsibility of the applicant to have his/her fingerprints taken by a qualified individual and submitted to the proper authorities for processing. Any cost associated with fingerprinting or the disclosure of background information on an applicant may be passed on to the applicant.

 

1.     For the purposes of reviewing the criminal history of prospective employees, any person employed to provide cafeteria, transportation, janitorial or maintenance services by any person or entity that contracts with a school or school system to provide such services shall be considered to be hired by the school system.

2.     A person who has been convicted of or has plead nolo contendere to crimes listed in La. Rev. Stat. Ann. §15:587.1 shall not be hired as a bus operator, substitute bus operator, or janitor, or as a temporary, part-time, or permanent school employee of any kind.

 

a)    The School Board may hire a person as an administrator, teacher, or substitute teacher who has been convicted of or plead nolo contendere to a felony not listed in La. Rev. Stat. Ann. §15:587.1(C), who has been found to have submitted fraudulent documentation to the Louisiana Board of Elementary and Secondary Education (BESE) or the Louisiana Department of Education (LDOE) as part of an application for a Louisiana teaching certificate or other teaching authorization, or who has been found to have facilitated cheating on any state assessment if BESE properly issues a teaching certificate or authorization after a formal appeal request submitted by the person.

 

b)    The School Board may reemploy an administrator, teacher, or other school employee who has been dismissed for conviction of a crime, except a crime listed in La. Rev. Stat. Ann. 15:587.1(C) only upon written approval of the district judge of the parish and district attorney, or upon written documentation from the court in which the conviction occurred stating that the conviction has been reversed, set aside, or vacated. Such statement of approval from the judge and district attorney and any written documentation from the court shall be kept on file and produced upon request by law enforcement.

 

No later than thirty (30) days after the documentation is placed on file by the school,the school principal shall submit a copy of said documentation from the court to the Louisiana Superintendent of Education.

GBD:  EMPLOYMENT OF PERSONNEL

 

The St. John the Baptist Parish School Board and its administrative staff believes that it has an obligation to provide the children attending its schools with the very best personnel available regardless of race, color,creed, sex, age, national origin or any similar personal characteristic. Age shall be considered only with respect to minimums set by law.

 

St. John the Baptist Parish School Board hereby assures compliance with federal and state statutory provisions, that no person in the United States shall on the basis of age, be excluded from participation, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity for which the St. John the Baptist Parish School Board received federal financial assistance from the Louisiana Department of Education:

 

1.     Applications will be accepted from all individuals who apply for positions regardless of age, except no person under eighteen years of age shall drive a school bus having children therein en route to or from school or a school function;

 

2.     No individual who is at least forty (40) years of age or over will be rejected for any position because of his/her age; and,

 

3.     No individual who is at least forty (40) years of age or over will be discharged, or forced to retire because of his/her age.

 

The Superintendent or his/her designee shall be responsible for establishing and maintaining appropriate procedures for reviewing and evaluating any and all applicants for selection, including administrative and supervisory personnel, and assuring adherence to applicable state and federal legal requirements. Selection of personnel to fill all positions shall be based upon performance, effectiveness, and qualifications applicable to each specific position. Decisions shall be made on a non-discriminatory basis with selection procedures and evaluative criteria known to all applicants. Applicants should not resort to the use of political, social, or other pressures to gain employment or promotion.

 

Teachers and all other personnel shall be selected for employment by the Superintendent.  It shall be the responsibility of the Superintendent to ensure that all persons recommended have proper certification where applicable, and are qualified for the position. Seniority and tenure shall not be used as the primary criteria when making any employment decision.

 

The Superintendent shall delegate to the school principal all decisions regarding the employment of any teacher or other personnel at the school in which the principal is employed, subject to the approval of the Superintendent.

 

The Superintendent and/or his/her designee shall consult with teachers regarding any possible selections made by the Superintendent for the hiring or placement of a principal at the school in which such teachers are employed, subject to the provisions of any applicable court order.

 

BUS OPERATORS

Whenever a school bus operator is needed to drive a new route or a route vacated by a previous operator, the school bus operator who is tenured and has acquired the greatest seniority shall be offered the opportunity to and may change from driving his/her route to the vacant route before another operator is selected.  The School Board shall notify such bus operator of the route vacancy by mail to his/her residence. If the tenured bus operator with the greatest seniority chooses not to change to the vacant route,the route shall then be offered in order of seniority to a school bus operator who has acquired tenure.

 

If no tenured operator chooses to change to the vacant route, the route shall then be offered to a full-time probationary bus operator.

 

If no regular bus operator, tenured or probationary, chooses to change to the vacant route, then a substitute bus operator shall be selected for the position from a list of approved substitute school bus operators. If no tenured, probationary, or substitute bus operator wants the route, then a new bus operator shall be hired.

 

Whenever a school bus operator owning his/her own bus retires, a vacated route shall be offered first to any person meeting the requirements of the School Board who is willing to acquire the bus of the retiring operator at full appraised value. This provision shall be applicable only when the bus owned by the retiring operator has been manufactured within a period of five (5) years immediately prior to the operator's retirement and the operator is retiring due to a documented physical disability.

 

The Superintendent may select an operator to fill a vacant route using a different process than outlined above, but only if the School Board is required to bear an increase in the unreimbursed costs for nonpassenger miles over those attributable to the previous operator who vacated the route.

 

Whenever a vacancy occurs on a route due to death, resignation, retirement, or the expiration of the regular operator's approved leave, or a new route is established, the route shall be filled with a regular school bus operator using the process stated above no later than the following school year unless the route is consolidated or eliminated. A substitute bus operator may only be used as a temporary measure until a permanent operator is appointed to a route.

 

If an operator is on approved leave, his/her route shall not be considered a vacant route. A substitute shall be used to drive a route for an operator on approved leave regardless of the length of time of the approved leave.

 

Substitute operators for bus routes shall have and shall meet the same qualifications as regular bus operators.

 

FEDERAL OR STATE GRANT FUNDED POSITIONS

 

Whenever the School Board is the recipient of grants from federal, state or private funding agencies for supplementing and/or funding of innovative educational strategies, long range planning, and special supportive services, such grants may fund staff positions related to the grants. Grant-funded positions may be full-time or part-time positions established for specific periods of time, not to exceed the scheduled termination date of the applicable grant funded. The letter of appointment sent to an employee for grant- funded positions shall state that continuation of the employee’s service in that position shall be contingent upon the continuing availability of funds from the applicable grant funding source.

JBCC:  STUDENT ASSIGNMENT

 

 

The St. John the Baptist Parish School Board shall have authority and responsibility for the assignment, placement, transfer, and continued education of all students attending schools within its jurisdiction. The School Board shall require a student to attend the appropriate school as determined by the residence (domicile) of the student or the parent, legal guardian, or provisional custodian, or if he/she is eighteen (18) years old or has been emancipated by a court order, by the student's own domicile. However,the School Board reserves the authority and responsibility to assign and/or transfer a student to any of the public schools within its jurisdiction, if circumstances warrant. The parent or legal guardian of a pupil may file in writing to the School Board an objection to the assignment of the pupil,in which case the School Board shall review the assignment and investigate the circumstances in order to render a decision.

 

The School Board, by statute, shall be required to assign a student to attend any public school requested by a parent or other legally responsible person when the requested school has space available and is of suitable grade level, and the child resides not more than one (1) mile from such school. Such assignment shall be made if not specifically contrary to the provisions of law, rule, regulation, or an order of a court of competent jurisdiction.

 

Legal custody is defined as the legal status created by a court order which establishes in a custodian the right to have physical custody of the child or minor. Legal custody shall not include provisional custody. The school principal or designee shall be responsible for monitoring the school enrollment list and shall immediately terminate and/or transfer an unauthorized student.

 

Any child temporarily residing within the district who has no permanent address, or who has been abandoned by his/her parent, or who is in foster care, shall be enrolled and allowed to attend school in the zone appropriate to the special circumstance of the child. Surrogate parents may be appointed when appropriate for special needs students.

 

VERIFICATION OF RESIDENCE

 

The School Board shall require verification of residence of those students whose residence is suspected to be outside the attendance zone of the school the student is attending. When investigating the residence of a student,the School Board shall attempt to verify the primary place of residence of the legal parent or legal or provisional guardian. Such verification of residence shall be based on such items as the following:

 

1.     Voter registration card of parent or custodian, or

2.     Property tax statement of parent or custodian showing homestead exemption, or

3.     Certified copy of any judicially ordered tutorship, custody or guardianship of any minor child student not domiciled or in the custody of their natural and/or legal parents. Verification of the physical residency of the legal custodian, tutor/tutrix or nonparent shall also be required, or

4.     Any other documentation as may be stipulated by the School Board.

 

SPECIAL EDUCATION ASSIGNMENTS

 

The School Board shall require that special education students be assigned to programs within their attendance zones, if possible. However, if an appropriate program is unavailable within a student's attendance zone, the student may be placed in a school specifically designed to provide the appropriate learning style of the student.

 

CLASSROOM ASSIGNMENT

 

Generally, student assignments in K through 8 will be made by the principal of the school. However, in some cases schools may be structured so that students in higher grades may select classes and courses of study. The placement of a student shall be based on grades, achievement test scores, and participation in special programs.

 

High School

 

Selection of classes and courses of study in grades 9 through 12 shall be uniformly made by individual students. Assistance in planning course of study and selection of classes shall be provided by teachers, counselors, and administrators. Each student shall be furnished a schedule of classes offered and requirements for graduation. Some classes may have prerequisites for enrollment.

 

Multiple Siblings

In grades kindergarten through second grade, the parent of twins, triplets, etc. (more than one child at a single birth event) may request that their children be placed initially in the same, or separate, classrooms, if the children are in the same grade at the same school. Such a request shall be presented to the Superintendent or his/her designee no later than fourteen (14) days either after the first day of the school year or after the first day of attendance if the child enrolls after the fourteenth day of the school year. Notwithstanding any law, rule, regulation, or School Board policy to the contrary,the request of the parent for initial placement shall be granted subject to further review.

 

As soon as possible after the end of the student’s first grading period, the Superintendent or his/her designee shall review the initial placement of the child. If the Superintendent or his/her designee, in consultation with the school principal, the child’s(ren’s) teacher(s), and the parent, determines that the initial placement of the children is disruptive to the school or is not in the best educational interests of the child(ren), the initial placement of the child shall be modified, and the child(ren) shall be placed in accordance with School Board policy otherwise applicable to the child(ren).

 

Teachers with Felony Convictions

 

At the request of a student’s parent or legal guardian, a student shall be removed from the class of any teacher who has a felony conviction and placed in another class.

GAD:  PROFESSIONALDEVELOPMENT OPPORTUNITIES

 

 

The St. John the Baptist School Board recognizes that a program of professional development and education is important for the constant professional growth and improvement of an employee.  Therefore, professional personnel shall be encouraged to keep up with new developments and take part in development opportunities in their academic fields and to cultivate an open mind and an experimental attitude toward current educational practices.

 

The School Board may annually develop a plan for in-service teacher educational programs in conformity with guidelines established by the Louisiana Department of Education. The School Board shall utilize the advice of the members of its teaching staff in developing the proposed plans. The educational training to be undertaken shall utilize the services of Louisiana Department of Education trained coordinators, who shall be designated by the school system from among its certified employees. The coordinators, once trained, shall be able to provide classroom teachers with information, techniques, and skills to properly respond to required modifications of the classroom environment, as well as respond to inquiries and requests for assistance from classroom teachers.

 

The School Board shall develop and continually monitor a plan to provide in-service training through the coordinators trained by the Louisiana Department of Education, to all classroom teachers in the system who desire to receive such training, as well as to make such coordinators available, on a more or less continuous basis, for consultation with classroom teachers who request assistance or information. In-service training programs shall address matters related to all aspects of education in accordance with guidelines established by the Louisiana Department of Education.

 

EDUCATIONAL ASSISTANCE PROGRAM

 

Participation Requirements

The St. John the Baptist Parish School Board offers an educational assistance program exclusively to teachers for the following purposes:

 

1.                  Teachers who are not certified and are on an approved plan to meet state and federal requirements.

2.          Teachers who are seeking certification as future administrators.

 

This educational assistance program is dependent upon funding from various grants. Without these grants the School Board will have to make a special budget allocation for this expenditure.

 

Amounts of Benefits Provided

 

The amount of the benefit will be specified in the grant. It will be a fixed dollar amount per course and per semester but in no instance will the benefit exceed $5,250 per calendar year.

 

Type of Benefits Provided

 

The benefits provided under this educational assistance program shall consist solely of items covered by the grant including the following:

 

·                     Tuition, fees, books, supplies,equipment and testing.

 

The educational assistance program shall not provide for the following:

·                   Tools or supplies that the employee may retain after completing a course of instruction (other than textbooks); or

·                     Meals, lodging,or transportation

NEW POLICY                                                            IDDFB:  SERVICE ANIMALSIN SCHOOLS

 

The St. John the Baptist Parish School System acknowledges its responsibilities to permit students and/or other individual with disabilities to participate in and benefit from School Board services, programs and activities, and to promote the nondiscrimination of individuals on the basis of disability. Therefore the School Board shall permit the use of service animals by students and other individuals under appropriate circumstances.

 

A service animal is any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. The School Board shall permit the use of a miniature horse by an individual with a disability if the miniature horse has been trained to do work or perform tasks for the benefit of the individual with a disability. Other species of animals,whether wild or domestic, trained or untrained, shall not be considered service animals.

 

A written request detailing the need for the use of a service animal and the services it performs shall be submitted to the Superintendent or his/her designee. The work or task performed by a service animal shall be directly related to the handler’s disability. Whenever possible, the request must be made no less than ten (10) days prior to the proposed use of the service animal prior to the proposed use of the service animal or prior to bringing the service animal to school or a school event. Additional documentation may be requested relating to the need for and appropriate use of a service animal. Determination of whether a service animal may be used at school depends on multiple factors and should be done on a case-by case basis after consultation with the School Board’s legal counsel.

 

Individuals with disabilities shall be permitted to be accompanied by a service animal in all areas of the School Board’s buildings and facilities where the public participates in services, programs or activities, or where invitees are permitted to go.

 

If any service animal is excluded by the School Board, the School Board shall give the individual with a disability the opportunity to participate in the service,program, or activity without having the service animal on the premises.

 

REGULATIONS

 

1.     Special Provisions/Miniature Horses: Requests to permit a miniature horse to accompany a student or adult with a disability in school buildings, in classrooms, or at school functions, shall be handled on a case-by-case basis.

2.     Removal of a Service Animal: A school administrator may ask an individual with a disability or his/her parents to remove a service animal from a school building, a classroom, or from a school function, if any one of the following circumstances occurs:

a.     The animal is out of control and the animal's handler does not take effective action to control it.

b.     The animal is not housebroken.

c.     The animal's presence would "fundamentally alter" the nature of the service, program, or activity.

3.     A service animal shall be required to have a harness, leash,or other tether,unless either the handler is unable because of a disability to use a harness,leash, or other tether, or the use of a harness, leash, or other tether would interfere with the service animal's safe, effective performance of work, or tasks, in which case the service animal must be otherwise under the handler's control.

4.     Students with service animals shall be expected to care and supervise their animal. The School Board shall not be responsible for the care or supervision of any service animal. In the case of a young child or a student with disabilities who is unable to care for or supervise his/her service animal, the parent shall be responsible for providing care and supervision of the animal.  Issues related to the care and supervision of service animals shall be addressed on a case-by-case basis in the discretion of the building administrator.

5.     Owners of service animals shall be solely responsible for any harm, damage, or injury caused by the service animal to students, staff, visitors, and/or property. A signed agreement shall be required indemnifying the School Board and school district against injury to any person or property damage caused by the animal.

Other regulations and/or procedures shall be maintained by the Superintendent and staff.

DFD:  TAX AND BOND ELECTIONS AND SALES

 

TAX AND BOND ELECTIONS

 

The St. John the Baptist Parish School Board shall call elections for the public to vote on tax or bond issues. Every bond, tax, or other election at which a proposition or question is to be submitted to the voters shall be held only on one of the dates set forth by state law or, upon proper application to and approval of the State Bond Commission and the Governor, on a date not otherwise provided by statute.The proposition placed on the ballot submitted to the voters in any bond election shall state the kinds and sources of revenues which shall be pledged to retire the bonds, should the proposition be successful.

 

PUBLIC NOTICEOF SCHOOL BOARD MEETING

 

Public notice of the date, time, and place of any meeting at which the School Board intends to propose, increase,or renew any ad valorem property tax or sales and use tax, and authorize the calling of an election for submittal of such question to the voters shall be both published in the official journal of the School Board no more than sixty (60) days nor less than twenty(20) days before such public meeting and shall be announced to the public during the course of a public meeting no more than sixty (60) days nor less than twenty (20) days before such public meeting;and notice of such meeting shall be written and hand delivered or transmitted by email to each voting member of any governing authority of a political subdivision that is required to approve such a measure previously adopted by another governing authority and to each state senator and representative in whose district all or a portion of the political subdivision is located,no more than sixty (60) days nor less than twenty (20) days before such public meeting. Email delivery shall be made to the official email address of such voting members or legislators and to any other address provided in writing to the School Board by such a voting member or legislator.

 

If at a meeting held in accordance with above provisions, the School Board adopts such a measure,the provisions shall not apply to a subsequent meeting if the only action taken at the subsequent meeting is one which results in a change to the previously adopted measure that reduces the rate or term of the tax in the measure and thereby reduces the total amount of tax that would be collected under the measure, or substantially reduces the cost to the School Board of any bond or debt obligation to be incurred by the School Board.

 

If such a meeting is postponed or cancelled, notice of any subsequent meeting to consider such proposal shall be published in the School Board’s official journal no less than ten (10) days before the subsequent meeting.

 

If consideration of or action upon the tax proposal is postponed at the scheduled meeting, or if no action was taken regarding the tax proposal, then any subsequent meeting to consider the tax proposal shall be subject to the provisions of paragraph one of this section of policy.

 

NOTICEOF ELECTION

 

Whenever the School Board approves a resolution calling on the public to approve any tax or bonding revenue issue, the School Board is required to provide public notice. The notice shall be published once a week for four (4) consecutive weeks in the official journal of the School Board, or, if there is none, then in a newspaper of general circulation in the parish or, if there is no newspaper of general circulation in the parish,then in a newspaper of general circulation in an adjoining parish.  The notice to the public shall include substantially all matters contained in the resolution calling for the tax or bond election, as enumerated in La. Rev. Stat. Ann. §18:1285.

 

CANVASS OF ELECTION

 

On the date and at the hour and place specified in the notice of election, the School Board, in public session, shall examine and canvass the returns and declare the result of the elections. The result shall be promulgated by one publication in the official journal of the School Board, and shall include a statement of the actual cost of the election.

 

SALE OF BONDS

 

After an election authorizing the School Board issuance of bonds, the School Board may proceed to issue the bonds within the parameters approved by the electors. The School Board shall have the authority to adopt all procedures necessary for the authorization, sale, and delivery of bonds, including the right to enter into all contractual arrangements as may be necessary to effectuate the purpose for which the bonds are being issued under terms determined by the School Board.

 

Bonds issued may be sold at a public or private sale upon such terms, in the manner and by following such procedures as may be determined by the School Board. No bond issued shall be required to be registered with the secretary of state or any other office or official.

 

If bonds are to be advertised for sale on sealed bids, such advertisement shall be published at least once a week for three (3) weeks, the first publication to be made at least fifteen (15) days preceding the date fixed for the reception of bids. Advertisement shall be in the official journal of the governing authority at least fifteen (15) days before the date fixed for the reception of bids. Notice of sale shall also be published once a week for three (3) weeks preceding the date fixed for the reception of bids, either in a financial paper published in the city of New York or the city of Chicago,or in a newspaper of general circulation published in a city of the state of Louisiana having a population of not less than twenty thousand inhabitants, according to the last federal census.

            GBRL:  HOLIDAYS

 

 

The St. John the Baptist Parish School Board shall establish the holiday schedule for all personnel in addition to those included in the adoption of a school calendar. Whenever a holiday falls on a Saturday or Sunday, the School Board may declare that the holiday be observed on the preceding Friday or following Monday, respectively.

 

General election day shall be designated by each school system as a holiday every four

(4) years for the presidential election. The first Tuesday after the first Monday in November in even-numbered years where the parish governing body has established a polling place at a public school shall also be designated as a holiday.

Mamou – Wished all a great summer

Holden – Thanked Mr. Miller for addressing the concerns with the Summer Program regarding transportation.  She reminded all that WSJH is hosting its 2nd Annual Crawfish Cookout on Saturday, June 8th – all day and asked for a list of summer maintenance at all schools.

Burl – Asked someone to explain Item 6d – Ms. Frizzell stated that it appeared the policy conflicted itself and there was concern that the o9ld language had not been struck.

Burl – Finance Committee June 11th

Morris – Asked what maintenance was being done on schools this summer and if we are going to surplus any buses.

Schum – June 11th Finance Meeting at 4:30 with a Public Budget Hearing at 4:00.  Also stated that our BESE Representative is Sharon Linton Beck and the new accountability system will be voted on this week.
